According to Initiative, Development, Approval and Cancellation of Technical Conditions Reserved to Legal Entity and Individual Entrepreneur

“The legal bases of standardization activities in Armenia and the powers of its participants, as well as the principles of development and application of normative documents on standardization, are regulated by the RA Law on Standardization. Taking into account new developments of the sphere, as well as the latest challenges, the processes regulated by the law, the legal gaps recorded as a result of the use, it is necessary to revise a number of articles, ensuring the regulation of sectoral problems recorded at the current stage, the modernization of the sector, the definition of legal regulations,” the Minister of Economy Vahan Kerobyan noted at the NA sitting held on September 12, presenting the amendments and addenda proposed by the legislative body to the Law on Standardization.

The parliament debated the issue with the procedure of the first reading.

“According to the regulation of the current law, the annual standardization program also included the state annual program, which was revised and separated by the draft,” the rapporteur underlined.

According to the Minister, the aims and principles of standardization, the articles defining the functions of the national standardization body and the management board were revised. An addendum was made to the new Article - Technical Conditions, by the draft, in particular, it was envisaged that the development, approval and cancellation of technical conditions are reserved to the legal entity and individual entrepreneur.

According to Vahan Kerobyan, At the initiative of the Government, a mandatory requirement for documentary examination and accounting of technical conditions and their changes was established in the National Standardization Body. At the same time, there is a requirement for the applicant to submit the conclusion of the relevant state body or sectoral organization before performing the documentary examination, based on the necessity.

The Minister noted that non-application of standards leads to disasters and accidents of various types, and it is important to make their implementation mandatory for economic entities.

The Deputy Chair of the Standing (Head) Committee on Economic Affairs Babken Tunyan presented the endorsement of the Committee on the draft and called on to vote for it. The executive body proposes amendments to the Law on State Registration of Legal Entities, Separated Divisions of Legal Entities, Enterprises and Individual Entrepreneurs. The RA Minister of Economy Vahan Kerobyan presented the main regulations at the NA sitting.

The technical uncertainty of choosing a taxation system when registering a business will disappear by the adoption of the draft.

In his co-report, the member of the Standing Committee on Economic Affairs Hayk Tsirunyan noted that the time spent on these cases by the SRC and the courts will also be saved. It is proposed to inform the registrants of individuals or legal entities in the Agency for State Register about the restrictions on the choice of taxation systems related to interconnection in order to prevent further problems.

It was noted that the Committee endorsed the issue. The legislative package envisaging amendments to the Law on Seeds and Plant Materials and the related ones was debated in the second reading.
